This GQRC Welcome Pack has been created to provide you with some useful information about living on the Estate. We hope you will be very happy here!

If you have any immediate questions to help you settle into your new home and life at Gunwharf Quays, or you need some help for yourselves or your tenants, please do contact one of our Estate Management Team, who are all based in the GQRC SITE OFFICE, located on the ground floor of Arethusa House.

GENERAL MANAGEMENT INFORMATION:

For the avoidance of doubt, an EMERGENCY CALL should ONLY relate to serious issues such as FIRE, ELECTRICAL, WATER OR MEDICAL matters.

Reporting maintenance issues:

If you are aware of a maintenance issue that needs attention and/or dealing with, please advise the Site Office via Tel. No. 023 9275 5100 OR via their email at:- estate.manager@gqrc.net

PLEASE NOTE:

In future, the Site Office WILL NOT be able to accept cash when paying for replacement door opening fobs, car park fobs or visitor parking permits. Online transfers will be acceptable.

ESTATE RULES:

The Estate Rules and Regulations are designed to ensure that all leaseholders and residents enjoy harmonious living, and that the quality of the Estate is preserved. They are a guide extracted from your Leases (the official documents which will prevail). The golden rule is “Please be considerate towards your fellow neighbours & our communal property”.

As per the Leases, properties within the confines of Gunwharf Quays MUST NOT be used for Short-Term Letting (STL’s) NOR as Houses for Multiple Occupancy (HMO’s). Your lease requires a minimum letting period of 90 days, so any shorter period will be deemed a breach of lease conditions and legal action will be taken to uphold the Leases.

It should be clearly understood by all Owners that the GQRC Operations Manager/the Estate Manager, the Freeholder, and the Manager (GQRC Ltd) are all empowered to enforce the leases and will do so, (legally) as and when necessary.

Tenants need to abide by the terms of the lease.

If you are a landlord and renting your property out, you MUST notify our Estate Manager (as above) .

Also, landlords must supply the Estate Manager with your Letting Agent’s contact details and the name and contact details of your tenant(s) in case of emergency. It is YOUR responsibility to ensure that your tenants are aware of all the Estate Rules and Regulations AND that they abide by them. Please make sure they have a copy of this document. Failure of tenants to abide by these Rules may result in action being taken against their landlord.

If you experience disturbance from Commercial side visitors, please call the LandSec Security Guards’ control room (manned 24/7) on 023-9283-6725 AND email our Estate Manager on estate.manager@gqrc.net |Tel: 023 9275 5100

If you experience unacceptable interior disturbance from noisy neighbours or their guests, again call or report to the Estate Management Team and/or report it to the email address above, so that action can be taken. GQRC needs to know who these offenders are, and action WILL BE taken.

The leases state ‘Not to do or permit or suffer anything to be done in or upon the Premises, or any part thereof, which may be or become a nuisance or annoyance or cause damage or inconvenience to the Lessor or the lessees or occupiers of other properties on the Estate, nor may the Premises be used for any immoral illegal or unlawful purpose’

Please refer to the enclosed Regulation 003:

Noise is the number one cause of neighbour disputes in apartment buildings. Please be sensitive and warn your neighbours if there is likely to be unusual noise from your apartment.

No noise should be audible outside your apartment between 11pm – 7am.

No noise from your apartment should cause annoyance to other residents at any time e.g. loud music, running, jumping etc.

Adequate carpeting or other sound-deadening floor coverings should be maintained.

Refurbishment work is only permitted between the hours of 08.00 – 17.30 Mon – Fri and Sat 08.00 – 12.00 and ABSOLUTELY no noise disturbance on Sundays. Owners must contact the Site Office in advance, to advise of any upcoming works being carried out in your property, together with your contractor’s details. This is a MUST.

Please refer to the enclosed Regulation 003:

Seek permission from our Estate Manager prior to undertaking any structural alteration to your property. You will be advised if the Landlord’s consent is likely to be required. Please see “Everyone is entitled to quiet enjoyment” above for details of permitted times – these rules apply strictly to “Contractors”. Those residents performing DIY tasks should also be considerate of their neighbours. On arrival at the Estate, contractors must go to the Site Office to collect and sign for a “contractor parking permit”.

Water leaks are the most common cause of damage and insurance claims in blocks of apartments. These costs have a direct impact on the Service Charge, so it is in everyone’s interest to prevent them. If you discover a water leak, contact the Site Office immediately.

If you are going away for more than 48 hours, turn off the water at the stopcock in your apartment and ensure that the Site Team knows the contact details of an emergency keyholder in case of a leak. In the event of a major leak above your property, go upstairs in the first instance, knock on their door and ask them to check for leaks and to turn off the water. Call the Site Office as a matter of urgency.

Insurance Note:

In relation to leaks in the buildings, contrary to certain views, you can claim for leaks on the Buildings Insurance policy. An excess will be payable by the applicant, so please contact the Estate Manager prior to making any claim.

Do not leave your apartment unoccupied for more than 30 days without isolating the services to your apartment; this will prevent the possibility of accidental damage to the building or neighbouring properties. Leaving your property empty for more than 30 days may invalidate the building’s insurance.

Windows must be locked shut when apartments are unoccupied and must not be allowed to slam in windy weather. This will minimise disruption to neighbours, damage to window mechanisms and frames, and prevent rainwater entering the building, causing water damage to apartments below. Retaining stays must not be disconnected for safety and damage prevention reasons.

Under Housing Legislation, it is possible to enter your property in an emergency, if there is an IMMEDIATE RISK of:

  • Serious damage to the building, OR
  • Serious injury to tenants or neighbours

To avoid unnecessary delays and/or damage, IT IS IMPERATIVE that the Site Management Team hold details of an emergency keyholder for your property(s), which we STRONGLY recommend you arrange.

Please place your rubbish in the allocated communal bin stores We encourage recycling, so please follow the recycling instructions in the bin stores and flatten all large boxes/cartons to leave room for other recycled materials. Please take care when carrying the rubbish bags through the communal corridors and in lifts, and ensure your domestic rubbish is wrapped/bagged securely and not leaking. Do not leave large items (e.g. mattresses, furniture) in the bin store, as these will not be disposed of – they are your responsibility; contact Portsmouth City Council (023 9284 1105) to arrange collection.

Please refer to enclosed Regulation 006:

Do not keep any personal belongings in landings, hallways, or communal areas. This includes items such as bicycles, prams, toys, or garbage bags. These are dangerous should there be a fire and represent potential trip hazards; they also detract from the overall appearance of the Estate.

Bicycles must be stored in the designated bicycle storage areas. They are NOT allowed inside apartments, lifts or electrical cupboards Bicycles must not be stored in any of the common parts or on a balcony/terrace. If you are unsure where to store your bike correctly, please check with the Site Management Team.

Be careful not to mark the walls and communal doors, as they may need to be repaired. It is not reasonable to oblige others to pay for damage you may cause. If there is any accidental damage, please let our Estate Manager know immediately, so that it can be rectified.

  • Only good quality garden furniture may be stored on your balcony.
  • You must not hang laundry on your balcony.
  • BBQs/fire pits are not permitted to be used on your balcony or anywhere else within the Estate.
  • Trellises, sheds, hot tubs, satellite dishes are not permitted – communal aerials/dishes must be used; private aerials on the exterior are not permitted
  • Any plants must be in pots/containers, no more than 1.5m in height and not be more than 2m away from the external wall of the property.
  • Do not house any items that may impose undue stress to the floor/structure or may become dangerous to the Estate/residents.
  • Do not store petrol, liquid gas or paraffin heaters in your apartment or on balconies.
  • Communal/meter cupboards are NOT for general use, including storage, as it poses a potential fire risk.
  • Domestic smoke alarms must be tested regularly, and batteries replaced promptly.

You must obtain a pet licence from the Site Office before keeping a pet, such as dogs, birds, cats or other animals/reptiles on the Premises – this licence is revocable. Requests for a licence should be made to our Site Office or by email (estate.manager@gqrc.net). (See the table of admin costs).

Dogs must always be kept on a lead AND kept off the lawns. GQRC spends a considerable amount of time, effort and (your) money maintaining our lawns – PLEASE do not use them as a “doggy WC”.

It costs money to maintain the buildings and provide the essential services that we all expect (e.g. insurance, cleaning and maintenance). To be fair to your fellow property owners, it is important that you pay your Service Charges on time to maintain the necessary cashflow. Failure to do so will result in additional interest charges, as per your lease; details of this and other administrative charges are listed in Appendix A.

The following outlines the debtor’s policy, as implemented by GQRC ltd:

  • Any monies outstanding for more than thirty (30) days will have a late payment charge of £40 (forty pound)s.
  • If the outstanding payment continues for a further month, then a charge of £80 (eighty pounds) will apply.
  • After sixty (60) days, interest maybe charged at the rate of 4% above the Barclays Bank published base rate.
  • If this continues further then the account will be handed over to our solicitors, who have a minimum charge of £200 (two hundred pounds).

Should you get into payment problems, please contact our Site Office and we will work with you to put a payment plan together to clear your debts. Please remember that late payments and longer-term debts can affect your financial health and your property.

PARKING / VEHICLES:

  • Please note that the speed limit on the Estate is 10 mph.
  • Estate roadways must always be kept clear.
  • Please only park in your space/s that are allocated to you in your lease. Please do not park in any other available space.
  • Commercial vehicles cannot be parked on the Estate, unless contractors display a “contractor’s permit”, obtainable from the Site Office.
  • Visitors may only park in a visitor bay to visit residents on the Estate for a maximum of 14 continuous days, and they may not return within 3 days (72 hours).
  • Each apartment owner will be issued with 2 visitor parking permits. Visitors must only park in a visitor parking bay, displaying a valid Visitor’s Permit on the dashboard, unless they use their host’s designated parking space. 4/10/2025
  • Only private motor vehicles with a current road fund licence may park on the Estate, although commercial vehicles are allowed for up to 8 hours, solely for the purpose of loading or unloading, and they may not return within 2 hours. Please do not carry out or allow any vehicle maintenance on the Estate. Untaxed and/or unroadworthy vehicles – WILL BE REMOVED.
  • Please ensure your visitors know the Estate Rules about parking before they visit, so they do not break the Rules or upset neighbours. The parking details appear on the signage around the Estate.
  • Originally each leaseholder was issued with 2 fobs for both door and car park entry. In the interest of security and to keep our buildings secure, it is necessary to control the numbers of door and barrier fobs in circulation. If a replacement fob is required, the defunct fob should be returned to the Site Office. Once payment for the replacement has been received, the new fob can be collected from the Site Office. (See the table of admin costs). It is understood that there are some who have been issued with extra ones – With the security of all in mind, this should only be the case in exceptional circumstances.

Ticket Appeal:

  • If you have received a parking ticket that you wish to appeal, please do so directly with Appeals Dept., Countrywide Parking Management Ltd, PO Box 9529, Poole, BH12 9NT or via their website:- www.countrywideparking.co.uk

For further details on parking rules, please refer to Regulation 002, which is enclosed and is also displayed on the GQRC website.

Whilst it is permitted for owners to make their personal parking space available for rent to other leaseholders, those rental arrangements MUST only be with other residents or leaseholders of the GQRC Estate. It is NOT permitted to rent or sell parking spaces to third parties who are not leaseholders or residents on the GQRC Estate.

For further details on the renting or sale of parking spaces, please refer to Regulation 002, which is enclosed and is also displayed on the GQRC Estate website.

A reminder – the speed limit throughout the Estate is 10 mph.

  • We stress – visitor permits are NOT to be used for purposes OTHER than for visiting residents on the Estate.
  • You and your visitors can enter the development by using the Telguard system – SEE BELOW.

SECURITY:

Our Estate is a member of the Portsmouth Neighbourhood Watch Scheme; any relevant security/safety information will be circulated to you. Neighbourhood Watch decals are available free of charge from the Site Office if you wish to display one in your window – particularly recommended for ground floor units. If you become aware of any security/safety issues, please report them to our Coordinator as soon as possible – details on the website: GQRC.net

To purchase the security key that opens the main communal door, the apartment front door (if the lock has not been previously changed) and the meter cupboards, contact IRM Bristol Limited – 01454 321 311 (this excludes Minerva Crescent and Perseus Terrace)

Should you need to purchase a replacement disc fob, which allows access to the block, contact the Site Office. Replacements can be obtained from the Site Office – please see the attached list for the costs. Once payment has been received, the fob can be collected from the Site Office or delivered to the apartment by one of our Site Team (See the table of admin costs).

Entrance doors and gates are to be closed at all times in the interest of security and safety. Do not allow access to anyone you do not know. ALSO, do not exit the buildings through a Fire Door, as these doors are alarmed and for emergency use only.

Should you require an entry fob for the entry barrier and the underground car park, contact the Site Office – these are available at a cost (see the table of admin costs) . Once payment is received, the fob can be collected from the Site Office.

Your visitors can enter the development by using the Telguard system – you will need to register your details with Telguard, by calling them on 01306 710120. This system is for the main barrier and the two underground car parks.

For the main barrier, you will need to quote the reference – 50292. A one-off connection charge is applied by Telguard for each relevant barrier – costs will be provided by Telguard. There are separate references for accessing the underground car parks at Arethusa and Canalside. For these references, please contact our Estate Management Team at the Site Office.

ADDITIONAL INFORMATION:

  • The residents of Arethusa House, Blake House, Anson Court, Brecon House and Centurion Court should use the bin stores in the underground car parks in their relevant cores.
  • The residents of Minerva Crescent, Neptune Court, Lysander Court, and Jupiter Court should use the bin stores adjacent to their property.
  • The residents of Perseus Terrace should use the bin stores adjacent to their property
  • The residents of The Vulcan should use the bin store opposite no 23 The Vulcan.
  • Keys for your bin store can be purchased from IRM Bristol Limited by calling them on 01454 321 311.
  • Glass jars and bottles should be disposed of within domestic glass disposal regulations and at suitable off-site recycling facilities. There is no on-site disposal facility for glass bottles. The nearest glass collection point is opposite the ABar and fish market, just past Wightlink ferry terminal.

  • The residents of Minerva Crescent and Perseus Terrace should store their bicycles intheir own premises.
  • The residents of Arethusa House and Blake House should use the cycle store in theirunderground car park.
  • The residents of The Vulcan should use the cycle shed located to the left of 28-36 The Vulcan entrance.

All other blocks should be using the three cycle sheds located by The Old Infirmary block or the cycle racks provided in various parts of The Canalside car park.
